— Is licensed to carry out all activities to be licensed according to federal law for the transportation of passengers, luggage, and loads

— Owns a railway rolling stock for the realization of transportations based on property rights

— Has qualified employees with vast experience in the field of railway transportation

— Has experience in concluding contracts for the rendering of services for using the infrastructure in which the essential conditions are the organization of traffic volumes, the regulation of the circulation of cars and locomotives, the establishing of maintenance service procedures and the operation of the railway rolling stock, and agreements for rendering services of the OJSC "RZhD"

— Is fully able to maintain the rolling stock in a serviceable technical condition and in conformity with the requirements of sanitary norms, rules and other normative documents

— Is capable of performing repairs and the modernization of the railway rolling stock (is  licensed to carry out maintenance and repairs of the rolling stock on the railway transportation)

— Is capable of ensuring that the relevant obligations are met relating to transportation, arising from international contracts of the Russian Federation which regulate the transportation of passengers, luggage and cargo-luggage, and the legislation of the Russian Federation

— Is capable of providing the safe transportation of passengers, luggage, cargo-luggage, ensures a high quality of service on its trains, the safe transportation of luggage, cargo-luggage, the due delivery of luggage, cargo-luggage
